BY-LAWS of the FULLY INFORMED JURY ASSOCIATION, IOWA CHAPTER

ARTICLE I. NAME

The name of this organization is the Fully Informed Jury Association, Iowa Chapter, FIJA-IOWA, incorporated on October 10, 1992, and registered with the State of Iowa on December 7, 1992.

ARTICLE II. PURPOSE

FIJA-IOWA is a nonprofit volunteer organization for the purpose of raising public and legislative awareness in regard to the historical and traditional function and authority of juries.

ARTICLE III. MEMBERSHIP

Membership shall be open to everyone who has paid their current annual dues and shall include the rights to vote on issues brought before the membership. Members are encouraged to actively assist the organization be serving on committees. Membership renewal shall be due annually on January 1st and new membership dues shall be prorated.

ARTICLE IV. MANAGEMENT

The management of the affairs of FIJA-IOWA is vested in the Board of Directors, which shall also be known as the Leadership Group. The Leadership Group shall consist of two members from and elected at the Annual Meeting by the members of each committee established. The Leadership Group shall appoint all necessary officers and administrators including a State Coordinator, Secretary and Treasurer. Such appointments shall be individually ratified by the membership at the annual meeting. A Chair for FIJA-IOWA shall be elected by the membership at the Annual Meeting. The Leadership Group shall be authorized to establish annual dues and to do all such acts as are necessary for carrying out the purposes of FIJA-IOWA. FIJA-IOWA shall incur no debts and the Leadership Group shall not authorize money to be spent unless there exits sufficient money in the treasury to pay of such expenditures.

ARTICLE V. OFFICERS

Chair. The Chair, elected by the membership, shall preside at all meetings of the Leadership Group, all meetings of the membership, and such other duties as the Leadership Group may designate.

State Coordinator. The State Coordinator, appointed by the Leadership Group, shall communicate with FIJA-NATIONAL, the membership, committees and various other duties as the Leadership Group may designate.

Secretary. The Secretary, appointed by the Leadership Group, shall maintain the official records of the organization, including minutes of Leadership Group and membership meetings.

Treasurer. The Treasurer, appointed by the Leadership Group, shall have charge of and maintain the financial accounts and records of FIJA-IOWA and furnish reports of all monies received and spent to Leadership Group and the membership.

ARTICLE VI. COMMITTEES

Committees shall consist of members who volunteer for the purpose of assisting the organization in specific areas. Each committee shall elect a chair and secretary, both of which shall be members of the Leadership Group. Alternates may be elected by the committee to represent the committee in the absence of the committee chair or secretary. The following committees are established:

Membership Committee. The function of the Membership Committee is to promote the organization and recruit new members.

Legislative Committee. The function of the Legislative Committee is to contact legislators and attempt to gain their support for legislation relating to juries.

Information Committee. The function of the Information Committee is to help members stay informed on the activities of the organization and to develop materials promoting the goals of FIJA-IOWA.

Other committees may be formed at the discretion of the Leadership Committee.

ARTICLE VII. MEETINGS

FIJA-IOWA shall hold its annual meeting on the second Saturday of January. Other meetings of the membership may be called by the Leadership Group by notification by mail of members at least two weeks prior to the date of the meeting called. At any meeting of the membership a quorum of at least five members shall be required to conduct business. A simple majority of the quorum present shall be required to approve any business of the organization.

ARTICLE VIII. RULES OF ORDER

The Parliamentary Authority for FIJA-IOWA shall be the latest edition of Robert's Rules of Order.

ARTICLE IX. DISSOLUTION

Upon dissolution of FIJA-IOWA, the Board of Directors shall, after paying all the liabilities of FIJA-IOWA, dispose of the remaining assets to a nonprofit charitable or educational organization.

ARTICLE X. AMENDMENTS

These By-Laws may be amended by a two-thirds majority at the Annual Meeting provided that any such proposed amendment shall have been distributed to each member at least thirty days prior to the Annual Meeting.

ARTICLE XI. ADOPTION AND SIGNATURES

These By-Laws are duly adopted by a two-thirds majority of members present at the Annual Meeting of the Fully Informed Jury Association, Iowa Chapter, on this 7th day of January, 1995
